That's because cvs/cvsup are going away a long time ago :)
Returning error on the collections is not a problem. However,
keeping the collection up, and DELETING all the files out
from under it (optionally replacing them with a README)
is not cool. Mirror operators prefer to make their own decisions about
deleting their datasets. ADDING a readme would be ok though.
