see the top level makefiles in /usr/src :

/usr/src % grep INFO *
Makefile.inc1:# -DNOINFO do not make or install info files
Makefile.inc1:BMAKE=            ${BMAKEENV} ${MAKE} -f Makefile.inc1 -DNOMAN -DNOINFO -DNOHTML
Makefile.inc1:XMAKE=            ${XMAKEENV} ${MAKE} -f Makefile.inc1 -DNOMAN -DNOINFO -DNOHTML \
Makefile.inc1:  cd ${.CURDIR}; ${WMAKE} -DNOHTML -DNOINFO -DNOMAN -DNOFSCHG libraries
