You'd need to check it out of the CVS repository.  It's in the
relative directory src/sys/netiso.  You could also get hold of the
4.4BSD-Lite CD-ROM: I don't think anything in there has changed since
then.

I think you have a free choice, since you'll have to write the drivers
yourself.  As I say, it's not an easy choice, otherwise others would
already have done it.  Here's the CVS log of clnp.h:
