Creating a cd9660 fs is normally a one hit prossess in which the fs is created fully populated and can't then normally be changed except on RW media by overwriting the entire fs. I don't know the device you are using but would expect that you can write a populated cd9660 file system directly using cdrecord (or perhaps burncd) without attempting to mount; just as you would on a conventional ATAPI or SCSII CD drive.
