If you mean you type and see the following:

  # adduser
  adduser: Command not found

  # /usr/sbin/adduser
  /usr/sbin/adduser: Command not found

this is because perl is not installed in /usr/bin.  Perl is part of the base
system and should be there if you installed from CD.  It sounds like something
is broken.
