${PREFIX}/ is not right plase for logs.
When /usr/ can work read only, it can be easily shared
between a bunch of computers (I usually do
workstations with /usr ro mounted from server.
If logs goes to ${PREFIX}/ no easy way to build
and support a bunch of computers.
