They should be identical.  I think that your machine doesn't have a valid MP 
Table, so the non-ACPI kernel isn't able to locate any APICs.

Yes, it does, but it narrows down where the problems are.  Can you try 
building an SMP kernel (GENERIC on 6.x doesn't include SMP by default) and 
seeing if it boots up ok?
