Shouldn't this pr be closed? It also looks that this is fixed in the
RELENG_4_0_0_RELEASE tag.

Oh, and one other thing, shouldn't cvs -R NOT write to the cvs-repository?
Now it tries to make and modify a file in CSVROOT called val-tags. :(
