4.3 is available retail, so look for it or ask for it at your local computer
store, most likely CompUSA, or online.

Personally, I've never needed the extra cd's

Greg Leheys The Complete FreeBSD (which includes the cd's) 
Ted Middlestaedts' FreeBSD Corporate Networkers Guide (also includes a cd)
FreeBSD.org has the handbook online, and I believe it can be bought in print
