You need to delete the system tcl first (the message tells you how).
If you don't need tcl, leave it that way.  You may want to define
NOTCL in /etc/make.conf to avoid rebuilding it in the next make world
(but tcl build from the current -current won't be trapped by
bsd.port.mk).

If you need tcl, install it from ports.  (Or if you install a port
that requires tcl, it will get built automatically.)

Don't forget to do a "ldconfig -R" after removing tcl so the shared
library cache will be updated.
