Each chapter becomes its own book, with a copy of the content in the
existing Preface as its own Preface.

Pretty much.

For print, you want the DocBook <set> element.

   <set>
     <book>...</book>
     <book>...</book>
     <book>...</book>
     ...
   </set>

*or* some XSLT stylesheets that can maps the <set> to a <book>, the
<book>s to <chapter>s, and so on.

Eventually, the "FreeBSD Handbook" becomes the "FreeBSD Bookshelf".

Now, if I could just get funding :-)
