Homedir of the iser isn't really involved, Firefox/Thunderbird/SeaMonkey
expect the system to have system-wide packages available in system
directories, then each user has them by default (but can selectively
disable some of them if they want, though they still show up in his list).

System-available packages show up in the "Addons manager" in a slightly
different way, e.g. they can't be upgraded or deleted, only disabled.
