ISOs create bootable discs from regular PC's, but a common mistake made by
people burning ISO's for the first time is to just transfer the ISO to a
disc (ie a direct copy) so the contents of the disc say 4.5-install.iso

Most burning software has an option named "Make CD from Disc Image" which
then prompts you for the CD Image location and it makes a disc which will
have the tools needed to install FreeBSD.
