xntpd can do both : run as a ntp-client and as a ntp-server for your
local network. That way, your server can connect to a Stratum X server,
correct the local time and then act as a server for your local network.

I think this is what you like to do. I don't have any configuration
examples by hand, but it's all pretty straight forward, if I recall
correctly.
