It depends on your BIOS...
Go wander through the settings in the CMOS settings and see if there is
something like "Default power state" listed in there .. I have seen some
where it will allow you to do "on, off, last-state" but for the most part it
is just "on, off" and then there are some that don't let you pick at all ..
*shrug*
it is a start at least =)
