Why not create a state of limbo that will maintain internal communications with the customer but only permite external communications that you authorize that can be reduced by time frame until he is automatically cut off after having tried everything. He could inicially only loose external not internal web, chat and ftp. In 3-7 days take away external mail, not internal because you should be sending automatic emails convencing him to pay. The same should hold true on your web site. I think that might be a little more creative and do what Blaine Minazzi suggested. IMHO the best answer I have seen.
