With a SanDisk ImageMate SDDR-289 usb 3.0 card reader attached to the computer, a reboot takes over 20 minutes. Shutdown is about 5 minutes, boot up is about 15. 

Adding the device to usbdevs and updating the quirks totally solves the reboot issue.
