The 10.3 version of ntpd that is included in the base release has manual 
pages that do not mention anything about the 
/var/db/ntpd.leap-seconds.list file

or the

daily_ntpd_leapfile_enable="YES"
daily_ntpd_avoid_congestion="YES"
options in /etc/periodic.conf

or the

service ntpd <start, stop, restart, fetch> command

or the

rc.conf options.

This needs to be fixed in 11.0 before its released.
