Looking at the source of /sys/kern/kern_shutdown.c here's what I found:

	#ifndef PANIC_REBOOT_WAIT_TIME
	#define PANIC_REBOOT_WAIT_TIME 15 /* default to 15 seconds */
	#endif

So, unless I'm terribly mistaken, you can set PANIC_REBOOT_TIME to the
number of seconds you want the delay to last.
