I am going on vacation, so no help from me for the next two weeks.

Yes, if you get a panic in ASSERT in zfs code, then it's caught because of
DEBUG=1. I can't say if you would get a different panic further on if DEBUG
weren't enabled.
Maybe Pawel can say if this ASSERT is a correct one (I've seen in the past some
incorrect asserts, but not in ZFS code).
