I wouldn't call xrdp's VNC back-end a fallback. I rather think it's the normal mode of operation. The RDP back-end might not even work correctly anymore because it's not tested as well since there is no RDP-based X server anymore. I also question the assumption that the RDP back-end would be faster. Unless there are any credible benchmarks, I would not make such assumptions.
