japanese/vflib, known as Vector Font Library, is mandatory to build 
Japanese environment;  this port have left behind current FreeType port.

Without vflib, Japanese FreeBSD colleagues are unable to build printing
environment, because gs/xdvi/dvi2ps depends on vflib.  Hope this patch is 
applied before port freeze for 2.2.7-RELEASE
