Jerry-

I just built and installed fvwm from the ports directory and it was smart
enough to check for, build and install the xpm library first.

The ports stuff came from wcarchive on Sunday, 11-12.

Xpm should be in /usr/ports/graphics/xpm

As they say.. hope this helps.
