Okay, this is a bogosity in sawfish.  You can't do anything with the
workspace switcher applet.  To add workspaces to sawfish, middle-click
on the desktop, and select Customize->Workspaces.  Add your Workspaces
there.  This should be persistent across reboots.  Of course, until the
sawfish bugs get worked out, you might want to switch to using metacity.
