If I stop the virtual_oss service, which runs at startup, then the
command appears to not complete:

grahamperrin@mowa219-gjp4-8570p:~ % sudo service virtual_oss status
virtual_oss is running as pid 116.
grahamperrin@mowa219-gjp4-8570p:~ % sudo service virtual_oss stop
Stopping Virtual OSS config dsp ... done
grahamperrin@mowa219-gjp4-8570p:~ % sudo virtual_oss -C 2 -c 2 -r 48000
-b 24 -s 8.0ms -f /dev/dsp3 -d dsp
