Newgrp(1) is a SYSV thing and doesn't fit in the Berkeley paradigm. Under SYSV files/directories are created with the primary group that a process is running under. Under BSD (and SYSV under a directory with the sticky bit set) the group ownership of a created file/directory is determined by the group of the directory under which the file/directory is to be created. In short, newgrp is not needed on a BSD system, as it would accomplish nothing in regards file creation group ownership criteria, which is opposite to SYSV semantics.
