	xemacs-20.3 built 18-feb

>Description:

	xemacs-20.3 for -STABLE installs /usr/local/bin/send-pr.

	1.
This masks our /usr/bin/send-pr. VERY, VERY bad as we advertise
that `send-pr' is the way to report bugs to *FREEBSD*, not
Xemacs.org. Two of my lab mates are frustrated because I tell
them to submit PRs on things, but they can't because they
	installed Xemacs.

	2.
	Xemacs's send-pr doesn't work anyway:
send-pr: could not read /usr/share/gnats/xemacs.org for categories list.

>How-To-Repeat:

	you know how.

>Fix:

	1. Rename Xemacs's send-pr to something else.
	2. Fully make Xemacs PREFIX-clean.
