the dhcpd can't start in vmware :

Here is my /usr/local/etc/hpcdd.conf

option domain-name "ikfb.org";
option domain-name-servers 192.168.4.100;
option subnet-mask 255.255.255.0;
default-lease-time 3600;
max-lease-time 86400;
ddns-update-style none;

subnet 192.168.0.0 netmask 255.255.255.0 {
      range 192.168.4.129 192.168.4.254;
      option routers 192.168.4.1;
}

host ikfb3.org{
       hardware ethernet 00:0C:29:1B:E2:82;
       fixed-address 192.168.4.128;
}

ifkb3.org  ikfb4.org   in  one vmware team .
They both connect to lan1 in the team.

when i use  /usr/local/etc/isc-dhcpd start

it shows :
   Please do not under any circumstances send requests for
   failed to start dhcpd

How can i offer the dhcp to the ikfb3.org.
