Just to expand on what David said:

In order to accept changes into the official GCC distribution, FSF
requires that the copyright holder(s) execute a written assignment
transferring copyright to them.  It's not enough to simply place your
code under the GPL; the FSF wants to own outright all of the code in
GCC and other software projects they sponsor.  (Doing so makes it
possible for FSF to take legal action against license violators
without involving every Dick and Jane Hacker who ever made an
enhancement to the code.)  So if someone makes a change that FSF will
not accept into the official code, then it will be a constant effort
for the maintainer and all his successors to merge local changes into
new compiler versions.
