	Yes, this was the problem, thanks much for your help.
	For some reason I just assumed that the SNMP was a default
	part of the BSD installation.  Like SMTP.  Nope. 

	Last night I installed the UC Davis snmp port; it evidently
	failed to complete.  The daemon is running and mrtg produced
	a cfg file that is producing valid files.  Now it's a matter
	of learning othr tricks....
