OK, I understand your point of view.
You want to be 100% safe by keeping Gemfile unchanged.

When I notice an update may not fit the version in Gemfile,
- If the version requirement can be relaxed, I patch the Gemfile. (I still
think default_value_for 3.1.0 which only adds Rails 5.2 support is
acceptable.)
- otherwise, I'll svn keep a copy of the old version and update RUN_DEPENDS
.

That'll be fine if you want me to choose the second one unconditionally.
I'll add rubygem-default_value_for30 and revert previous change of Gemfile.
