I read in the quota man pages that the quota system is still somewhat
buggy.  In what respect?  Also, what's the difference between a hard block
limit and a soft block limit, and what's the grace period allow me to do?
There doesn't seem to be much documentation on the theory of quotas, only
the implementation.
