lang_erlang_Makefile patch to use WX3.1+ instead of WX2.8+

Many people have issue with WX2.8 if Dark Theme is used under GUI, that
prevents from seeing Processess tab in :observer.start() WxWidget App.

Instead of repairing what is broken in WX2.8, it's better to use WX3.1+ for
lang/erlang build from source.

Patch attached and worked as expected. Erlang is supporting WX3.1 since sev=
eral
months.
