If you are running the console mouse, then you need to set the type to auto and the device to /dev/sysmouse. To get my mouse wheel to work (i have a genius netmouse+) i also added the line Options buttons 5 to /etc/X11/XF86Config and also added 'moused_flags="-z 4 5"' to /etc/rc.conf. To see what that does check out man moused.
