Adding TMPATH to the BMAKE environment would have been enough to fix
this.

I think you misinterpret the comments (and commit logs). It says that
libgcc2 must be built with the version in the source tree. This is
exactly what happens. It's not a problem if libgcc1 is not built with
the native compiler, because that's gcc as well, and most of the times
it will even be the same version as the one in the source tree.
