mk_cmds makes a command table for the libss ``SubSystem'' library,
which was designed as a general way for programs to create their own
menu-structured command lines.  It is in no way specific to Kerberos,
although that is the only application in which it is used in the base
system.  The Zephyr notification system and the Discuss bboard system
also used libss for their command-driven interfaces.

You might think about how this might be replaced with a version using
tcl as its command interpreter backend...
