So are other things about your supfile: in particular, the tag doesn't exist (so you won't get anything), and you're asking for the repository (release=cvs). You'll never get an answer to this question if you tack it on the end of another one. Try a separate message next time. But the answer is that `make world' doesn't change /etc. This can be a problem when things change in /etc/rc.conf, for example.
