Try "ipf -D" to disable IPFILTER and try pine & bitchx again.
If working, you should clean out your rules by doing 
"ipfstat -io | ipf -rf -" or add a rules like that :
"pass in quick proto udp from 195.86.58.21 port eq 53 to 192.168.1.5"
and "pass in quick proto udp from 195.86.58.3 port eq 53 to 192.168.1.5".
