Because that would give extra noise on a diff between -r RELENG_3_2_PAO_BP
and -r RELENG_3_2_PAO..  The main point of having the branch was to have
the PAO changes handy for the purposes of helping the two converge.  We are
not hijacking the PAO development. :-)
