Do you have a shell script or a FreeBSD Ports skeleton for a cross compiler?
The first thing to do would be to establish a toolchain.  If you can
send me the necessary information to build "your" crossgcc, I will
get the port done and send it into usr/ports/.

For those interest in the ARM/StrongARM port and lacking hardware, buying 
a Psion seris7 or a Compaq iPaQ would be the el cheapo^W^Weconomical
solution.  You would have a little more trouble with reseting, but the
other functions work.  If you get a CF slot and a CF disk for the iPaQ
and a serial connection, then you are set for development
