Ok, the proposed fix does indeed work (at least on my machine).

If you find yourself with these problems submitting forms on 1.3.8, do
this:

Edit-->Preferences-->Language-->Default Encodings

Then, select the correct encoding (eg, Western ISO-8859-1) and Close.

Restart Galeon and all will be back to normal.


Note: This fix does not work in 1.3.7! To fix a 1.3.7 installation
(after a downgrade from 1.3.8), do this:

Close Galeon
Open ~/.galeon/mozilla/galeon/prefs.js
Remove this line: user_pref("intl.charset.default", "Western
(ISO-8859-1)");
Restart galeon
