Assuming your script works, here's the procmail hoodoo:

:0 fw
* ^List-Id: <cvs-all.FreeBSD.ORG>
| /path/to/filter/script

Insert this rule into your .procmailrc anywhere above where you actually
filter cvs-all to a specific folder.
