Not if Meta-LeftClick is bound to 'raise window' anywhere in the window
area. . .

=2E . . actually, it's bound to 'raise-or-lower'.  If the window is
partially occluded it brings it to the top of the Z order, otherwise it
sends it to the bottom.  I miss that every time I transition to a
Windows system.
