To disprove the theory that this could be a problem
with the Apache httpd, I decided to CVSup the sources
from the past.  I decided to go with April 20th, 1998.

I added the following line to the supfile:

	*default date=98.04.20.00.00.00

and CVSup'd.  The problems are gone.  I thought it was
with the Virtual Memory, but a few people here said it
could of been with apache itself.
