In the latest ports, at least, libintl.so.4 comes from the gettext
port, which is only a dependency of the postgresql ports if you are
building nls support.  The mechanisms vary somewhat between the
various postgresql ports, and you didn't mention which one you were
trying, so there isn't any more we can tell you at the moment.
