 *   Fixed handling of USE_XLIB to deal with =NO correctly.

USE_XLIB is a binary variable.  Setting it to NO has the same effect
as YES (or "y" or "da" or whatever) in hundreds of other ports.  I
recommend you revert this to avoid confusing other porters.
