Any 56K modem will receive data at upto the maximum of 56K, but only transmit at up to 33.6K. When the two modems connect, they will negotiate for the highest common line speed. In either case, one modem will always be limited to transmitting at 33.6K giving rise to your observation of the 33.6K connection. Changing neither your equipment, nor your settings will improve this behaviour. It is normal. Your dial-up ISP has special equipment at its end of the link to allow your 56K downloads when connected to the Internet.
