I'm trying to upgrade to 2.2.5 from 2.1.7.1

I've been running cvsup for the past few weeks to get the files
in sync, but hadn't tried compiling until now. 

I removed /usr/obj and compiled a new /usr/bin/make since it was
griping about the '-m' flag. Did a 'make depend all install' on
/usr/src/include and that went OK. Trying the same on /usr/src/lib
fails repeatedly. So I did   rm -rf /usr/src/lib
and called up cvsup and it rebuilt the directory. But 'make depend'
and 'make all' still fail.

files="ipx_addr.c ipx_ntoa.c";  if [ "$files" != "" ]; then  mkdep -a

 fi

ipx_ntoa.c:39: netipx/ipx.h: No such file or directory
mkdep: compile failed.

Also, is the following from my cvsup file correct? 

# Defaults that apply to all the collections
*default host=cvsup2.FreeBSD.org
*default base=/usr
*default prefix=/usr
*default release=cvs tag=RELENG_2_2
*default delete use-rel-suffix
