The port security/nss has USE_LDCONFIG=${PREFIX}/lib/nss in its Makefile, so it should install /usr/local/libdata/ldconfig/nss with single line inside: /usr/local/lib/nss That should be enough for /usr/local/lib/nss to be added to /var/run/ld-elf.so.hints at boot time. Check your installation using "ldconfig -r"
