The good thing is that it is not up to you to make up rules.  The rule,
clearly stated here
https://www.freebsd.org/doc/en/books/porters-handbook/makefile-naming.html#=
makefile-portrevision
states that:

  PORTREVISION must be increased each time a change is made to the port
  that changes the generated package in any way. That includes changes
  that only affect a package built with non-default options.

If something is not clear in that sentence, please tell me where and in
what way so that I can make it more clear to understand.
